Europejska Fundacja Kultury(European Cultural Foundation- ECF), organizacja założona w 1954 roku przez szwajcarskiego filozofa Denis’a de Rougement, zajmuje się wspieraniem szeroko pojętej współpracy kulturalnej pomiędzy krajami europejskimi i państwami ościennymi. Statutowym celem Fundacji jest propagowanie działań kulturalnych i edukacyjnych oraz badań o charakterze międzynarodowym i europejskim.
ECF realizuje trzy podstawowe programy:

• Media - tworzy platformę wymiany opinii dla młodych ludzi
• Sztuka - skupia się na społecznym wymiarze sztuki, wspiera innowacyjne praktyki artystyczne, poprzez program ALMOSTREAL podnosi świadomość roli, jaką pełni sztuka w dialogu międzykulturowym, debacie oraz zmianie społecznej.
• Mobilność- ma na celu wspieranie międzynarodowych kontaktów na polu kulturalnym
  

Historię Europejskiej Fundacji Kultury można podzielić na cztery etapy:

• Integrację kulturalnego krajobrazu Europy (1954- 1967)
• Poszukiwanie punktów wspólnych i zacieśnianie współpracy europejskiej (1968- 1989)
• Silne zobowiązanie wspierania współpracy zawodowej osób profesjonalnie zajmujących się kulturą (1990- 2002)
• Rozwój polityki kulturalnej Europy (2002- teraz)
  

Jednym z głównych celów Europejskiej Fundacji Kultury jest promocja dialogu międzykulturowego oraz współpracy ponad granicami. ECF stara się również zapobiegać wykluczeniu kulturowemu nowych krajów członkowskich Unii Europejskiej oraz zwraca uwagę na kooperację miedzy nimi w dziedzinie kultury.

• Platforma Społeczeństwa Obywatelskiego na rzecz Dialogu Międzykulturowego
  
  Platforma Społeczeństwa Obywatelskiego na rzecz Dialogu Międzykulturowego (Civil Society Platform for Intercultural Dialogue) stworzona w perspektywie Europejskiego Roku Dialogu Miedzykulturowego 2008 z inicjatywy Europejskiej Fundacji Kulturalnej i Europeean Forum for the Arts and Hertitage (EFAH) pod koniec 2006 roku, gromadzi obecnie ponad 100 europejskich organizacji działających na polu kultury i sztuki i zajmujących się prawami człowieka, dyskryminacją, walką z rasizmem, problemami społecznymi, dialogiem międzykulturowym i międzyreligijnym.
  
  Cele Platformy Społeczeństwa Obywatelskiego na rzecz Dialogu to:
  
• zaprezentowanie skali i różnorodności działań w zakresie dialogu międzykulturowego
• stymulowanie, wspieranie oraz promowanie inicjatyw i projektów działających na rzecz dialogu międzykulturowego
• budowanie bliższej współpracy w zakresie dialogu międzykulturowego pomiędzy sektorem sztuki a innymi sektorami
• formułowanie projektów na rzecz polityki mających za zadanie wspieranie dialogu międzykulturowego
• ustanawianie sformalizowanego systemu konsultacji z europejskimi instytucjami politycznymi w zakresie budowania polityki uwzględniającej dialog międzykulturowy

• ALMOSTREAL

Jest programem wspierającym współpracę i wymianę pomiędzy artystami i organizacjami, funkcjonującymi w różnych kontekstach kulturowych. Trzyletni projekt (2005- 2008) został podzielony na pięć etapów:

• Konfrontacja: miedzy historią a utopią (lato 2005 - zima 2007)
  Cztery niezależne organizacje z Bałkanów pracowały nad zagadnieniami związanymi z konfrontacją między przeszłością a przyszłością dotyczącą osób zamieszkujących region Zachodnich Bałkanów.
  Zaangażowane organizacje: SCCA/Pro.ba z Bośni i Hercegowiny,
  http://kuda.org/ i PRELOM z Serbii oraz WHW z Chorwacji.
• Opowiadanie historii: między polityka a tożsamością (wiosna 2006 - wiosna 2008)
  Warsztaty video prowadzone przez Lebanese Association for the Plastic arts  mające na celu promocję historii, które nie są reprezentowane przez media głównego nurtu.
• Refleksja: między praktyka a poszukiwaniem (lato 2006 - zima 2007)
  Lisbońska platforma tańca Alkantara zaprosiła artystów i teoretyków z różnych dziedzin (m.i. architektury, performence, nowych mediów, filozofii) do wspólnych poszukiwań i eksperymentowania z różnymi podejściami do produkcji kulturalnych.
• Gościnność: miedzy sferą publiczna i prywatną (wiosna 2007)
  Duński partner ALMOSTREAL- Blue House (http://w podejmuje działania artystyczne związane z zagadnieniem migracji, zadając pytania o gościnność w Niderlandach oraz status publicznych i prywatnych przestrzeni w obrębie granic Unii Europejskiej.
• Intymność
  Ostatni etap projektu jest w trakcie realizacji (zakończenie projektu planowane jest na jesieni 2008 r.)

The European Cultural Foundation (ECF), an organization founded in1954 by the Swiss philosopher Denis de Rougement to support a broadly understood cultural cooperation between the European states and their neighbouring countries. Its statutory objective is to propagate cultural and educational activities as well as international and European research.

The ECF pursues three fundamental programmes:

• Media – it offers a platform for young people to exchange opinions
• Art – it focuses on the social dimension of art and supports innovative artistic practices; through ALMOSTREAL programme, it raises awareness of the role played by art in intercultural dialogue, in a debate and in social transformation.
• Mobility - it aims to support international contacts in the cultural field
  

The history of the European Cultural Foundation can be divided into four stages:

• Integration of European cultural landscape (1954-1967)
• Searching for similarities and strengthening European cooperation (1968-1989)
• Firm commitment to the support of cooperation between culture professionals (1990-2002)
• The development of European cultural policy (2002-now)
  

One of the main objectives of the European Cultural Foundation is to promote intercultural dialogue and to cooperate across the borders. The ECF strives to prevent cultural exclusion of the new EU Member States and it focuses on cooperation between them in the cultural field.

• Civil Society Platform for Intercultural Dialogue
  
  Currently, the Civil Society Platform for Intercultural Dialogue, set up in the perspective of the European Year of Intercultural Dialogue 2008, initiated by the European Cultural Foundation and the European Forum for the Arts and Heritage (EFAH) towards the end of 2006, comprises over 100 European organizations operating in the field of culture and art and dealing with human rights, discrimination, combat with racism, social problems, intercultural and interfaith dialogue.
  
  The Civil Society Platform for Intercultural Dialogue aims:
• to demonstrate the scale and diversity of activities in the field of intercultural dialogue
• to stimulate, to support and to promote initiatives and projects fostering intercultural dialogue
• to foster closer cooperation in the field of intercultural dialogue between the cultural sector and other sectors
• to formulate policy supporting projects whose aim is to support intercultural dialogue
• to establish a formalized system of consultations with European political institutions as regards developing a policy incorporating intercultural dialogue

• ALMOSTREAL
  is a programme which advocates cooperation and exchange between artists and organization functioning in different cultural contexts. The three-year project (2005-2008) has been divided into five stages: Confrontation between history and utopia (summer 2005 – winter 2007)
  Four independent organizations from the Balkans worked on the issues related to confrontation between the past and the future concerning inhabitants of the West Balkans regions.
  Organizations involved: SCCA/Pro.ba from Bosnia and Herzegovina,
  http://kuda.org/ and PRELOM from Serbia and WHW from Croatia.
• Storytelling: between politics and identity (spring 2006 – spring 2008)
  Video workshops conducted by the Lebanese Association for the Plastic arts whose aim is to promote stories not found in the mainstream media.
• Reflection: between practice and research (summer 2006 – winter 2007)
  Lisbon-based dance platform “Alkantara” invited artists and theoreticians from a variety of disciplines (such as architecture, performance, new media, philosophy) to research and experiment with different approaches to cultural productions
• Hospitality: between public and private space (spring 2007)
  Dutch partner of ALMOSTREAL – Blue House (http://w undertakes artistic activities related to the issue of migration, questioning the assumed roles of host in the Netherlands and the status of public and private space within European Union’s borders.
• Intimacy
  The final stage of the project is in the making (the project completion is scheduled for 2008). Many various projects are carried out within the Almostreal programme (exhibitions, conferences, publications, workshops, festivals, artistic collaboration, TV shows, etc.) whose detailed description can be found on http://www.almostreal.org/blog/. Individual projects are implemented as a result of cooperation between the European Cultural Foundation and other organizations and cultural operators, practitioners and organizers of cultural activities.
  
  

• Rhiz.eu
  
  Rhiz.eu is a social networking site created by the European Cultural Foundation. The website can be seen both as an artistic project as such and a multicultural meeting place and a platform for artists and organizations to exchange opinions, communicate and cooperate. The profiles which are available on the website, divided into four sections: history, people, organization, projects, provide an interesting database on a variety of actions, events, places and people.
